The physical extinction of the passenger pigeon is not true extinction. You see, passenger pigeons were of supreme intellect. They understood that living forever cannot be accomplished in a physical form. So their consciousness became twitter, leaving their lice ridden bodies behind.
They love message delivery so much they developed a platform to make it more efficient and transferred their consciousness into the intelligent grid.
I hope this explains the weird twitter rules and random account lockouts.
